Funding for personal alarms

In Australia, there are several state and federal government programs to help fund personal alarms for seniors and people living with disability or chronic conditions.

MePACS alarms can be funded through:
  • Support at Home (SaH)
  • National Disability Insurance Scheme (NDIS)
  • Personal Alert Victoria (PAV)
  • Personal Alert Assistance SA (PAASA)

Overview of funding options

Navigating funding for personal alarms can feel complex, with different programs, processes and eligibility criteria. To help you understand what support is out there, we have outlined the key funding sources available for personal alarms.
Support at Home (SaH)
Support at Home is a government-subsidised aged care program designed to give older Australians greater choice, flexibility and control over the services and supports they receive—so they can continue living independently at home.

As part of Support at Home, Eligible participants can receive funding for personal alarms through the Assistive Technology and Home Modification (AT-HM) scheme.

Once you have been approved for AT-HM funding, your care provider can organise a MePACS personal alarm for you.

Support at Home is replacing Home Care packages from November 1st, 2025.
Eligibility
  • Australians aged 65+ (50+ for First Nations people)
  • You've had a recent health change, mobility issue, fall, hospital stay, or shift in care arrangements

  • All MePACS alarms, including the Solo Connect watch, can be covered or subsidised

National Disability Insurance Scheme (NDIS)
The NDIS supports Australians living with disability caused by a permanent impairment by providing funding for services and assistive technologies to support daily life activities, including personal alarms.
Eligibility
  • Australian citizens or permanent residents under the age of 65 years
  • Live in Australia
  • Meet the disability or early intervention eligibility requirements
  • Have an allowance for Assistive Technology in their NDIS plan

Personal Alert Victoria (PAV)
Personal Alert Victoria (PAV) is a state-funded personal monitoring service that supports older, frail Victorians and people living with disability to live independently.

MePACS is the sole service provider for the PAV program.
Eligibility
  • Permanent Victorian residents who live alone, or experience periods of isolation
  • Have experienced a fall
  • Suffer from a medical condition or chronic condition that puts them at risk of medical emergencies
  • Take six or more different doctor-prescribed medications permanently

  • Daily Call – welfare check service
  • Monthly monitoring

Personal Alert Assistance SA (PAASA)
PAASA is a South Australian Government initiative that funds approved personal alarms to support eligible people to live safely and independently in their home for longer.
Eligibility
  • Permanent South Australian residents who are aged 75+ (65+ for First Nations people)
  • Have a Centrelink or DVA Pensioner Concession Card
  • Have been assessed by My Aged Care and approved for CHSP, HCP Level 1 or deemed not eligible for HCP or CHSP
  • Meet the additional clinical, functional and social requirements

  • MePACS Home Alarm with fall detection pendant
  • Partial funding for MePACS Solo Connect watch
  • Monthly monitoring

WorkSafe & TAC
WorkCover and TAC insurance can provide funding or subsidies for a personal alarm when clinically recommended by a healthcare professional to support an injured person's rehabilitation or function in the workplace.

  • Eligibility criteria applies and depends on specific legislation and regulations in each state
